feat(viewer): include commit date in download filename 
Addresses review feedback: the downloaded standalone HTML is now named
floss-viewer-<version>-<yy-mm-dd>-<commit>.html, so downloads sort
chronologically. The commit date is derived from git at build time, like
the version and commit.
